Having experienced first-hand for fifty years the economic devastation of central planning and state controi, these countries arę uniquely positioned to join the ranks of the prosperous market economies of the West. Unfortunately, merę desire will not transform these command economies to market-based systems. The entrenched notions of state controi and central planning permeate the thinking of the citizens of these countries and will take time to overcome. As Dr. Lösch points out in this volume, however, Central Europeans, while suffering various and sundry commodity shortages, are nów facing their most critical shortage-time. What is needed, and what Dr. Lösch very ably provides in these pages, is a practicai method of transforming these socialist economies into market-based, capitalist economies. Since 1971, Dr Lösch has worked for the Hamburger Weltwirtschaftsarchiv - Institut fur Wirtschaftsforschung (HWWA), a Hamburg based public corporation, first as the personal assistant to the Director, and sińce 1985 as a research group leader in charge of special projects, primarły focussing on economic systems. Er hat in Heidelberg und Munchen Volkswirtschaftslehre studiert und 1976 in Hamburg promoviert. Seit 1971 ist er am HWWA-Institut fur Wirtschaftsforschung tatig. Er leitet dort seit 1985 die Forschungsgruppe "Wirtschaftssysteme".
